I also reviewed this film (atomicpopcorn.net) and there seems to be a lot of confusion about Ben Thomas being an IRS agent. Every other review I've read refers to him as an agent, but I think its prety clear he just uses that as a means to select and get to knwo his "seven". But I think you got it!
