After the Simian Flu wipes out most of the U.S. following Rise of the Planet of the Apes, humanity clearly put less emphasis on keeping its major cities clean. 20th Century Fox has released new Dawn of the Planet of the Apes promos showing the decay of San Francisco, New York City, and London. I assume they considered including Detroit, but it would've just been a static image.
